COUNCIL MEETING MINUTES
April 27, 1993
Minutes of a special meeting held at the city municipal building,
April 27, 1993.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, David A. Landor, W. Dean Wood, Attorney
Thomas J. Holmes and City Clerk Ron C. Conlin. Public Works
Director Steve M. Smart was excused.
Meeting WaS called to order at 7:00 p.m. by Mayor Cotant,
PURPOSE OF MEETING is for Council to hear an appeal from John Boyle
on termination of employment from Chubbuck Fire Department.
SUSPENSION AND TERMINATION OF CHUBBUCK VOLUNTEER FIRE FIGHTER, JOHN
BOYLE - Mr. Boyle ~resented a request for hearing by the
Council.
Council received statements from Fire Chief Cary Campbell, Rex
Orgill, Gary Hagler, Quinton Miller, Earl Cluff and Merlin
Miller. All the statements reflected concerns the fire
fighters have with Mr. Boyle's reactions while receiving
orders from superiors.
Fire Chief Campbell stated while it is hard to do, he has to
suggest termination of a Chubbuck fire fighter.
Fire Chief Campbell stated he and other fire fighters have
worked with Mr. Boyle trying to correct the concerns, but made
no progress.
Fire Chief Campbell stated Mr. Boyle is not able to follow
instructions during a fire situation, along with
insubordination, it makes the situation impossible.
John Boyle, 4891 Cole admitted he was at fault to a certain
extent. Mr. Boyle felt some of the remarks in the statements
from Chief Campbell and fire fighters were not true.
Mr. Boyle explained his side of the remarks made. Mr. Boyle
felt he has not walked off, not listening to a superior.
Mr. Boyle responded to some of the concerns in the statements
from fire fighters:
1. Taking turnouts home, washing them.
2. Not following orders.
3. Insubordination.
4. Driving concerns - going into an intersection on a red
light faster than should have.

Mr. Boyle stated he would like to stay on the Chubbuck Fire
Department, he would work much harder, Mr, Boyle felt he is
in better control of himself now.
Fire Chief Campbell stated his main concern is for
our citizens and other fire fighters, FC Campbell stated when
Mr. Boyle does his training he does well, but, when the alarm
goes off, he does not.
Counoilman Landon moved to affirm the termination of John
Boyle from the Chubbuck Fire Department, denying the appeal
presented by Mr. Boyle. Councilman Quick seconded. All
council members voted in favor of motion.
At 7:35 p.m., Councilman England moved, Councilman Quick seconded,
with full council approval

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 7:00 p.m., on Tuesday, the 27th. day of April, 1993.
The object of the special meeting is to conduct a hearing on the
suspension of John Boyle from Fire Department. A ,

TO: MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO.
Pursuant to the call set forth above, notice is hereby given
of a special meeting of the Chubbuck City Council at the time and
place, and for the object, recited in the call.
