COUNCIL MEET1NG M1NUTES
March 9, 1999
Minutes ora regular meeting held at Chubbuck City Council Chamber, March 9, 1999.
Present: Mayor John O. Cotant, Council Members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and Secretary Myma Crapo.
PLEDGE ALLEGIANCE TO THE FLAG lead by Bryan Jones
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to the regular
council meeting minutes of February 23, 1999. Kent Keams asked that the minutes on
page 37 show that the council moved to come out of executive session and then closed
the council meeting. Kent Kearns moved to accept the February 23, 1999 minutes with
the correction. LeRoy Quick seconded. Kent Kearns, yes; Steven England, yes, LeRoy
Quick, yes.
APPROVAL OF MINUTES of special meeting of March 2~d 1999. Steve England moved to
approve the minutes of March 2nd with Marvin Gunter seconding. All voted in favor.
PUBLIC HEARING:
The Mayor declared the public heating opened.
1. An application by Richard Nelson, 12916 N. Rio Vista Road, Pocatello, Idaho for a
preliminary plat for Nelson Subdivision 1st Addition. Property is located as east end
of Lisa Street, Section 3, T.6S, R34E.
The mayor asked for comments for or against.
Eric King asked that before the final plat be approved that the pit be dug up and
cleaned out of the burn materials.
The Mayor declared the public heating closed.
The Mayor then opened the meeting to comments from the council.
Kent Kearns explained that the Land Use Comruission recommended that a hammer head
be placed at the east end.
Kent Kearns moved to approve the preliminary plat with the two condition of the fire
bum pit being cleaned out, and with the additions and correction of a hammer head being
placed on the east end where Lisa is shown to dead end. Steve England seconded. All
voted in favor.

2. Ratify Sale of North Remainder Portion of Lot 10, Block 1, Hiline Heights
Subdivision Stanley Dean and Toni Eileen Zweigart.
Marvin Gunter moved to ratify the sale of north portion of Lot 10, block 1 of Hiline
Heights. LeRoy Quick seconded. All voted in favor.
3. Ordinance//508 - Annexing certain lands to be included within the boundaries and
jurisdictional limits of the City of Chubbuck - First Addition to VictorianVillage
and Heritage West No. 6. Third Reading - First Reading was in full.
Tom Holmes read the title. LeRoy Quick moved to adopt ordinance #508. Kent Keams
seconded the motion. All voted in favor.
4. Resolution #2-99 - Local Improvement District. This was tabled until a later
meeting.
5. Accept Chubbuck Road Water line materials bid and authorize the Mayor to
Enter into a contract with US Filter for $98,429.26.
Steve England moved to authorize the mayor to enter into a contract with US Filter for
$98,429.26 for material bid. Marvin Gunter seconded. All voted in favor.
CLAIMS - Computer print-out claims presented to Mayor Cotant and Council.
Kent Kearns moved to pay the claims. Steve England seconded. All voted in favor.
The council discussed "Enough is Enough" with the scouts that were present.
LeRoy Quick made a motion to adjourn at 8:00 PM, with Kent Keams seconding.
