COUNCIL MEETING MINUTES

Minutes of a Special Meeting held at Chubbuck City Council Chambers, April 20`t'., 1999.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Marvin C. Gunter, B. Kent
Kearns, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Attorney
Councilman Steven M. England and Attorney Thomas J. Holmes was excused.
Meeting was called to order at 5:00 p.m. by Mayor John O. Cotant.
PURPOSE OF SPECIAL MEETING is to go into Executive Session Meeting as authorized by
Idaho Code 63 -2345 (a), to consider hiring a Building Official.
At 5:00 p.m., Councilman Quick moved to go into Executive Session Meeting as authorized by
Idaho Code 63 -2345 (a), to consider hiring a Building Official. Councilman Gunter
seconded. Roll Call Vote: Quick, yes; England, absent; Gunter, yes; Kearns, yes. 100%
of Council voted in favor of motion.
BUILDING OFFICIAL APPLICATIONS - PWD Smart stated the City received 25 applications
for the Building Official Position that was advertized.
PWD Smart explained how the applications were screened. Discussion about
qualifications of applicants received.
There was no final action taken, or making of a final decision.
At 5:43 p.m., Councilman Kearns moved to adjourn from executive session meeting to regular
meeting. Councilman Quick seconded. All council members present voted in favor of
motion.
BUILDING OFFICIAL APPLICATIONS - Council discussed Building Official Applications at
length in executive session meeting.
Mayor Cotant and PWD Smart recommended hiring Jim Sempek, Federal Way,
Washington.
Councilman Quick moved to authorize Mayor Cotant to hire Jim Sempek, subject to; 1)
PWD Smart advising Mr. Sempeck what our former Building Official was making, who
was very qualified, then let Mr. Sempek make his offer back to the City. If Mr. Sempek's
--r request is above the former BO salary, Council will review. 2) As with all hired
employees, there will be a twelve month probation period. Councilman Kearns seconded.
All council members present voted in favor of motion.

At 5:45 p.m., Councilman Quick moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 5:00 p.m., on Tuesday, the 20th.,. day of April, 1999. The purpose of
Special Meeting is to go into Executive Session Meeting, as authorized by Idaho Code 63 -2345
(a) to consider hiring a Building Official.
