COUNCIL MEETING MINUTES
January 26"., 1999
Minutes of a Special Meeting held at City of Chubbuck Council Chambers, January 20., 1999.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M.
Smart and City Clerk Ron C. Conlin.
PURPOSE OF SPECIAL MEETING is to conduct a Study Session with Chubbuck Pride
Members and Land Use and Development Commission Members.
Land Use and Development Commission Members present are: Chairman Pete Anderson,
Walley Wright, Nolan Briscoe, Mary Harker, Myrna Cain and Dusty Whited.
FIRE DEPARTMENT - Fire Chief Eric King presented Mayor Cotant and Council information
showing four proposed sites for a new fire station. Mayor Cotant stated, the Rating
Bureau will be here this year, the City is expanding enough to where we could have a
problem with the Rating Bureau's recommended coverage.
Council reviewed the four proposed locations showing the required radial boundaries:
1. North end of Dekay Road.
2. South end of Dekay Road.
3. Yellowstone Ave. close to Brown's Store, or Bonneville Industrial Supply.
4. Corner of Hiline and Tyhee Roads.
Fire Chief Eric King explained, these sites are proposed sites, we will want to adjust, to
fit the impact area.
Councilman Gunter stated the Fire Department has put together a proposal for a QRU,
Quick Response Unit at the Fire Station. This proposal shows what would be needed for
minimum staffing. Councilman Gunter said it would be staffed by Volunteer Firemen,
paid a wage for an eight hour shift, approx. $10.00 per hour. Councilman Gunter
explained how the system would work.
Mayor Cotant stated the City should work with Bannock County on this, Bannock
County is funding the area now, there should be a way to .fund the QRU from the
Ambulance District monies being collected now.
There are Grants that might be available.

FIRE DEPARTMENT DISCUSSION - (cont.)
After discussion, it was decided Mayor Cotant and Councilman Gunter will talk to
Bannock County Commissioners and Ambulance District about ways to fund a Quick
Response Unit at Chubbuck Fire Department.
Councilman Gunter said, the Fire Department is asking for an okay to continue pursuing
costs, funding, etc. on 1) An additional fire station; and 2) Possibility of Quick Response
Unit at the Chubbuck Fire Station.
IDAHO POWER FRANCHISE FEE - Mayor Cotant explained, with election approval, 50%
plus 1, the City can collect a 3% franchise fee. The City is collecting a 1% Idaho Power
Franchise Fee and a 3% Intermountain Gas Co. Franchise Fee now. Mayor Cotant
suggested the monies be used for the repair and reconstruction of streets in the City.
Mayor Cotant suggested public hearings be held to explain the use of the additional
franchise fee.
TAX INCREMENTAL FUNDS - Mayor Cotant suggested the City go to residents with a
proposal to pass a bond to construct the improvements with tax increment funds. Doing
this, there would be no property tax increase to residents. Discussion about proposed
proj ects.
1999 CHUBBUCK CELEBRATION - Mayor Cotant stated Mary Harker, Chubbuck Pride
Chair Person will chair the 1999 Chubbuck celebration. This will be City of Chubbuck'A
50th. Anniversary. Mayor Cotant suggested, August 13`h. And August 14u'., 1999 as the
tentative days. Mayor Cotant suggested, all organizations be notified as soon as possible.
Mayor Cotant stated, Study Sessions will be held Quarterly this year.
At, 7:05 p.m., Councilman Gunter moved, Councilman Quick seconded, with full council
approval to adjourn meeting.

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 5:45 p.m., on Tuesday, the 26th., day of January, 1999. The purpose of
Spec' 1 Meeting is to conduct a Study Session.
