COUNCIL MEETING MINUTES
September 8th, 1999
Minutes of a Special Meeting held at the Chubbuck Municipal Council Chambers, September
8'h., 1999.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, B. Kent Kearns, Public Works Director Steven M. Smart and City Clerk Ron
C. Conlin. Attorney Thomas J. Holmes was excused.
Meeting was called to order at 6:05 p.m. by Mayor Cotant.
PURPOSE OF MEETING is to discuss 1) Public Hearing on 1999 -2000 FY Budget. 2)
Ordinance #515 - Annual Appropriations Ordinance. 3) Resolution #4 -99 - Certification
of property tax levy.
PUBLIC HEARING - 1999 -2000 FISCAL YEAR BUDGET - City Clerk Conlin presented the
balanced proposed expenditures and revenues for the 1999 -2000 FY Budget.
Mayor Cotant declared the public hearing open, asking for comments for or against the
proposed 1999 -2000 FY Budget. There being no comments, Mayor Cotant declared the
public hearing closed.
ORDINANCE #515 - An ordinance appropriating the several sums of money deemed necessary
and sufficient to defray all expenses and liabilities of the City of Chubbuck for fiscal year
beginning on the 1' day of October, 1999, and ending on the 30' day of September, 2000.
Mayor Cotant read Ordinance #515 in full for the first reading.
Councilman Quick moved to dispense with the rule of reading Ordinance #515 on three
separate days, Councilman England seconded. Roll Call Vote: Quick, yes; England, yes;
Gunter, yes; Kearns, yes.
Councilman Quick moved to adopt Ordinance #515 as read, Councilman Gunter
seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, yes.
RESOLUTION #4 -99 - Dollar certification of budget request to Bannock County Auditor.
Mayor Cotant read Resolution #4 -99 in full.
Councilman England moved to adopt Resolution #4 -99 as read, Councilman Gunter
seconded. All council members voted in favor of motion.

At 6:15 p.m., Councilman England moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 6:00 p.m., on Wednesday, the 8th., day of September, 1999. The purpose
of the Special Meeting is to discuss; 1) Public Hearing - 1999 -2000 Fiscal Year Budget. 2)
Ordinance #515 - Annual Appropriations Ordinance. 3) Resolution #4 -99 - Certifying Tax
Monies to Bannock County Auditor.
