June 29th., 1999
Minutes of a Special Meeting Minutes held at Chubbuck City Council Chambers, June 29th
1999.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
PURPOSE OF SPECIAL MEETING is to conduct a study session to discuss; 1) Proposed City
Park to northeast of Chubbuck City Offices. 2) West Chubbuck Road Reconstruction.
CITY PARK TO NORTHEAST OF CHUBBUCK CITY OFFICES - Council discussed several
ideas.
1. Discussion about road through park.
a) Discussion about Incremental Financing to pay for road - Need to amend plan
to help pay for road through park. Staff will check with SICOG to see what it
takes to use the incremental financing.
b) Discussion about community participation, donations, grants, etc.
c) Need master plan.
WEST CHUBBUCK ROAD RECONSTRUCTION - PWD Smart presented cost comparisons
for two alternative reconstruction techniques for West Chubbuck Road.
Alternate "A" — $210,663.00
Alternate `B" — $178,106.00
4' sidewalk cost = WOOLF
PWD Smart explained the differences between Alternate "A" and Alternate `B" to
Mayor Cotant and Council.
Considerable discussion about bike paths.
PWD Smart felt the property owners will allow City to install sidewalk on their property,
without City having to pay for the property. Discussion about property owners on West
Chubbuck Road.
City is receiving a lot of complaints about condition of West Chubbuck Road.
PWD Smart stated in order to get best value for our money, we need a good set of plans
and specs, then put out for bid.

Discussion about time frame to finish the West Chubbuck Road Reconstruction. Council
agreed they would like the W. Chubbuck Road Reconstruction Road Project finished this
year.
Discussion about Idaho Power moving power poles on the north side of W. Chubbuck
Road.
Councilman Kearns moved to direct the City Engineer to begin negociating
specifications, to aim for reconstruction of West Chubbuck Road in the Spring, or at
latest, the summer of Year 2000. Councilman England seconded. All council members
voted in favor of motion.
At 7:20 p.m., Councilman Quick moved, Councilman England seconded, with full council
approval to adjourn meeting.

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 6:00 p.m., on Tuesday, the 29th.,. day of.June, 1999. The purpose of
Special Meeting is to conduct a study session on repair f City Streets and City Park.
