Minutes of a Special Meeting Minutes held at Chubbuck Municipal Building, September 29`h.,
1998.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin'
C. Gunter, W. mean Wood, Public Works Director Steven M. Smart and City Clerk Ron
C. Conlin. Attorney Thomas J. Holmes was excused.
Meeting was called to order at 5:05 p.m. by Mayor Cotant
PURPOSE OF SPECIAL MEETING was to conduct a Study Session 1) Idaho Power Franchise
Fee. 2) Tax Increment Finances. 3) TCJ Franchise Fee Agreement. t
Mayor Cotant gave a report on following items: -
1. Enuff is Enuff Drug Program. Councilman Quick will represent the City.
2. Mayor Cotant suggested the City hold a vote on implementing a 3% fee, if approved,
we could use the monies to rebuild roads outside of incremental finance zone. Until
the vote, we will collect the I %.
3. Mayor Cotant suggested an-election be conducted to allow. the City to finance projects
on a long term basis with incremental finance funds repaying the bond. The bond could
used to cover street repair, water line improvements, maybe a swimming pool, but not
limited to these items.
4. Mayor Cotant gave update on Air Stripper on Well #4 at West Chubbuck and
Independence. Need to improve looks of the Well #4. City will wait until the air=
stripper is turned on, to see if noise is going to be a factor. City has received several
complaints about looks of air stripper on Well #4.
5. Mayor Cotant stated the City needs to build street into the park immediately north of
the City Property. Counci: :vs^ in iavcr of naming the park in honor of Leon Capell,
local barber that passed away.
6. Discussion about mileage fee for City Employee travel.
At 6:00 p.m., Council man Gunter moved, Councilman Quick seconded, with full council to

Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 5:00 p.m., on Tuesday, the 29th., day of September, 1998. The purpose
of the special meeting is to condutct at Study Session 1) Idaho Power Franchise Fee. 2) Tax
Increment Discussion. 3) TCI Franchise Fee Agree M.
