COUNCIL MEETING MINUTES
March 10, 1998
Minutes of a Special Meeting held at City Municipal Building, March 10, 1998.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, W. Dean
Wood, Marvin C. Gunter, Attorney Thomas J. Holmes, Public Works Director Steven M.
Smart and City Clerk Ron C. Conlin.
Meeting called to order at 6:05 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING is to discuss water, sewer and sanitation rates.
WATER, SEWER AND SANITATION RATE DISCUSSION - Council reviewed a water,
sewer and sanitation rate analysis presented by PWD Smart.
PWD Smart stated fund balances in water, sewer and sanitation funds have been depleted
and it is time to look at adjusting rates to meet expenditures.
PWD Smart explained the water, sewer and sanitation rate proposals that he presented on
analysis sheets.
Discussion about irrigations systems impact on water revenue.
Discussion about circuit breaker allowed to residents over 65, that meet a certain incor, e
level. There is a 30% discount on utility bills, to residents who meet the circuit breaker
requirements.
Discussion about sewer capacity charges paid to City of Pocatello.
Discussion about feasibility of charging vacant lots for ability to have water and sewer
services in the City.
The City should have at least two or three months operating expenses in reserve, in all
funds.
At 7:00 p.m., Councilman Quick moved, Councilman Wood seconded, with full council
approval to adjourn meeting.

Pursuant to Idaho Code Section 50-604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 6:00 p.m., on Tuesday, the 10th. day of March, 1998. The object of the
special meeting is to discuss water, sewer and sanitation rates.

Pursuant to the call set forth above, notice is hereby given of a special meeting of the
Chubbuck City Council at the time and place, and for the object, recited in the call.
