Cotant, Council Members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. PLEDGE ALLEGIANCE TO THE FLAG INVOCATION was given by Bishop Clark Anderson, Chubbuck Stake First Ward, The Church of Jesus Christ of Latter -Day Saints. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to Special Meeting Minutes of January 260., 1999 and Regular Meeting Minutes of January 26th., 1999. Councilman Kearns moved to approve Special Meeting Minutes of January 26th., 1999 and Regular Meeting Minutes of January 26t'., 1999 as read. Councilman England seconded. All council members voted in favor of motion. DAY CARE LICENSE APPLICATION - Christine Harris, 420 W. 350 N., Blackfoot, Idaho 83221 has applied for a license to operate a day care facility Omah's Place at 172 Park Lawn, in Chubbuck. Building Official Cary Campbell presented a letter to Council. There are just over 1120 square feet in the building, which is to be used by the day care, therefore, the maximum allowable occupancy load is 32 for a building this size, which includes children and adults. Councilman Kearns moved to grant a business license to Christina Harris, Omah's Place to operate a day care facility at 172 Park Lawn Drive, Chubbuck. Councilman Gunter seconded. All council members voted in favor of motion. BUSINESS LICENSE APPLICATION - Ted Rookstool, T & R Distributing, 3724 Arch Ave., Grand Island, NE 68803 has applied for a business license to sell sewing machines at the Days Inn, 133 W. Burnside Ave., in Chubbuck. Police Department recommended approval. Councilman Gunter moved to grant Ted Rookstool, T & R Distributing, 3724 Arch Ave., Grand Island, NE a business license to sell sewing machines at the Days Inn, 133 W. Burnside Ave. Councilman Quick seconded. All council members voted in favor of motion. 23 COUNCIL MEETING MINUTES - (cont.) February 9'., 1999 ORDINANCE - Annexing certain lands to be included within the boundaries and jurisdictional limits of the City of Chubbuck, specifying the zoning classification which shall be applied. Attorney Holmes read ordinance in full for the first reading. Council tabled the ordinance until the February 23rd., 1999 Council Meeting. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Kearns moved to approve computer print -out claims as presented. Councilman Quick seconded. All council members voted in favor of motion. PUBLIC AUCTION - Mayor Cotant and Council have authorized by Ordinance the sale of the following described real properties owned by the City. Parcel No. 1 - Parcel North of Road, Lot 10 Block 1, Hiline Heights Subdivision. Parcel No. 2 - Parcel South of Road, Lot 10 Block 1, Hiline Heights Subdivision. Idaho Code specifies that the City sell property by public auction with the minimum bid being the appraised value. Each parcel has been appraised at $1,500.00. Mayor Cotant declared the public auction open, asking if there are any proposals. There being no proposals, Mayor Cotant declared the Public Auction closed. Councilman Quick moved to authorize Mayor Cotant to negotiate any offers the City receives from interested parties. Councilman Kearns seconded. All council members voted in favor of motion. BUILD -OUT ANALYSIS - Robert Chambers, City of Pocatello Community Research Director was present to explain, answer questions and ask for City of Chubbuck Council Members support in the Build -Out Analysis Project. The following was discussed at length: Scope of Work Statement of Project Understanding Project Approach Project Work Program Public /Staff Involvement Strategy Build -Out Analysis and Associated Impacts Values determination and Vision Creation Growth Management Strategy COUNCIL MEETING MINUTES - (cont.) February 9t'., 1999 BUILD -OUT ANALYSIS DISCUSSION - (cont.) Project Schedule - 18 Months to complete the work. First Year Project Costs - $200,000.00 $120,000.00 $ 30,000.00 $ 20,000.00 $ 10,000.00 $ 20,000.00 City of Pocatello Bannock Planning Development City of Chubbuck Idaho Transportation Department School District #25 047 The additional six month cost will be $70,000.00, with City of Chubbuck's contribution in the additional six months being $7,000.00. Mr. Chambers stated, utilities were approached about being involved. The utilities were not interested in being involved. Chubbuck Asst. Planning Director Larry Kohntopp is City of Chubbuck's Representative to the Build -Out Analysis Project. Mayor Cotant expressed concern about the consultant(s) being hired out of area. Discussion about Bannock Planning Organization not wanting to participate in the Build - Out Analysis Project. The Build -Out Analysis Project will be on next weeks Cities - County Meeting Agenda. Considerable discussion about City of Chubbuck's share, and what City will get in return from the Build -Out Analysis Project. After discussion, Councilman Gunter moved to affirm the Council's commitment to the Build -Out Analysis Project. Councilman Kearns seconded. All council members voted in favor of motion. PROPOSED LOCAL IMPROVEMENT DISTRICT - BURLEY DRIVE & KINGS WAY - PWD Smart presented 1996 estimated costs on Chubbuck Local Improvement District for Burley Area. Mayor Cotant proposed the Local Improvement District include Burley Drive, north of E. Chubbuck Road, also Burley Drive south of E. Chubbuck Road pass Harris Construction and Kings Way to Evans Lane. Mayor Cotant suggested, Attorney Holmes look at ways the residents can be assisted. City will talk to residents involved. 29 COUNCIL MEETING MINUTES - (cont.) February 9 '., 1999 PROPOSED LOCAL IMPROVEMENT DISTRICT - BURLEY DRIVE AND KINGS WAY (cont.) Councilman England moved to authorize 1) Attorney Holmes to proceed with bond counsel and legal on the Proposed Burley -Kings Way Local Improvement District. 2) PWD Smart to proceed getting proposals on engineering part of Proposed Burley Drive - Kings Way Local Improvement District. Councilman Gunter seconded. All council members voted in favor of motion. GENERAL DISCUSSION - 1. Councilman Kearns asked how City is coming with emergency procedures, residents on Canal and Kevin Streets suggested. Councilman Kearns suggested City use Southeastern Health Department, etc. Councilman Quick suggested, it should be included that City Council Members be notified as soon as possible. 2. Councilman Kearns asked if there was a response to the question, whether or not, FMC fine monies can come back to local entities. Mayor Cotant stated, he.was told it is Federal Law the fine monies go back to Washington. Senator Larry Craig is showing some interest in a change. 3. Simplot Games are, February 18' through 20`'. at Holt Arena. City Clerk Conlin to notify Council times of kick off. 4. Cities - County Meeting, February 16`'., 1999 at Chubbuck Council Chamber at Noon. At 8:56 p.m., Councilman Gunter moved, councilman Kearns seconded, with full council approval to adjourn meeting.
