COUNCIL MEETING MINUTES
September 8th., 1998
Minutes of regular meeting held at city municipal building, September 8th., 1998.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 7:35 p.m. by Mayor Cotant.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to Special
Meeting Minutes of August 25th., 1998 and Regular Meeting Minutes of August 25th.,
1998.
Councilman Quick moved to approve Special Meeting Minutes of August 25`h., 1998 as
read. Councilman Wood seconded. All council members voted in favor of motion.
Councilman Wood moved to approve Regular Meeting Minutes of August 25`h., 1998 as
read. Councilman Gunter seconded. All council members voted in favor of motion.
PUBLIC HEARING - An application by Charles Moreno, 378 Golden Grove Ct., Simi Valley,
California 93065, for a Preliminary Plat for Moreno Subdivision. Property is located at
5016 Yellowstone Ave. Property is presently zoned General Commercial, (C -2).
Mayor Cotant declared the public hearing open, there being no comment, for or against
the proposal, Mayor Cotant declared the public hearing closed.
After Council discussion, Councilman England moved to accept the Land Use &
Development Commission recommendations and approve the Moreno Subdivision
Preliminary Plat as presented, subject to curb, gutter and sidewalk along Laurel Lane be
installed at the same time the rest of Laurel Lane is installed. Councilman Wood
seconded. All council members voted in favor of motion.
PUBLIC HEARING - ORDINANCE - "INFILL DEVELOPMENT" - Repealing Section
18.20.085 "Infill Planned Unit Development "; adopting a new Chapter 18.22, "Infill
Development to provide for infill development.
Attorney Holmes read ordinance by title for the first reading.
Mayor Cotant declared the public hearing open, asking for comment for or against the
proposed ordinance, there being no comment, for or against, Mayor Cotant declared the
public hearing closed.

Land Use and Development Commission recommended the Council adopt the proposed
ordinance as read.
After discussion, Council decided to table the ordinance until the September 22th., 1998
Council Meeting.
ORDINANCE - AGGRESSIVE SOLICITATION - Creating Chapter 9.34, Aggressive
Solicitation; to establish a prohibition against certain forms of aggressive solicitation,
including definitions, specific prohibitions, penalties, construction and severability.
Attorney Holmes read the aggressive solicitation ordinance by title only for the second
reading.
Council decided to table the ordinance until the September 22nd., 1998 Council Meeting.
CLAIMS - Computer print -out claims presented to Mayor Cotant and Council.
Councilman Wood moved to approve computer print -out claims as presented.
Councilman Quick seconded. All council members voted in favor of motion.
At 8:10 p.m., Councilman England moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.
