Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, Attorney Thomas J. Holmes and City Clerk Ron C. Conlin. Councilman W. Dean Wood Public Works Director Steven M. Smart were excused. Meeting was called to order at 7:30 p.m. by Mayor John O. Cotant. APPROVAL OF MINUTES Mayor John O. Cotant asked for corrections or additions to regular meeting minutes of March 28, 1995, and Special Meeting Minutes of, April 4, 1995 Councilman England moved to approve regular meeting minutes of March 28, 1995 as read. Councilman Gunter seconded. All council members present voted in favor of motion. Councilman Quick moved to approve Special Meeting Minutes of April 4, 1995 as read. Councilman Gunter seconded. All council members present voted in favor of motion. PROCLAMATION - "ORGAN TISSUE DONOR AWARENESS WEEK" - Mayor Cotant read the proclamation in full. Councilman Gunter moved to direct Mayor Cotant to proclaim April 16, 1995 - April 22, 1995, "Organ Tissue Donor Awareness Week". Councilman England seconded. All council members voted in favor of motion. PROCLAMATION "KISS-A-PIG MONTH" Mayor Cotant read the proclamation in full. Councilman Quick moved to direct Mayor Cotant to proclaim, April 13, 1995 - May 20, 1995 as, "Official Kiss-A-Pig Month" in the City of Chubbuck. Councilman England seconded. All council members present veted in favor of motion. PUBLIC HEARING - PREMILNARY PLAT - An application by Joseph Osier, 11010 W. Hickory, Boise, Idaho 83704 for review of a preliminary plat for Misti Manor, 2nd. Addition, a subdivision located near corner of Chubbuck Rd. and Hawthorne Rd., NW 1/4 of Section 10. Property is presently zoned Limited Residential (R-2). Mayor Cotant declared the public hearing open. 59 PUBLIC HEARING - JOE OSIER PRELIMINARY PLAT ( cent. ) Tim Shurtliff, preliminary plat. 426 E. Lewis gave an explanation of the for, or against the proposal. Cotant declared the public Mayor Cotant asked for comments, There being not comment Mayor hearing closed. After discussion, Councilman England moved to accept the Land Use and Development Commission's recommendations and approve the Misti Manor, 2nd. Addition Preliminary Plat as presented. Councilman Gunter seconded. All council members present voted in favor of motion. PUBLIC HEARING - COTTAGE GROVE 1ST. ADDITION PRELIMINARY PLAT - An application by American Heritage, Inc., 920 Deon Dr., Pocatello for a review of a preliminary plat for Cottage Grove 1st. Addition, a subdivision located at the north end of Stuart Ave. The property is presently zoned Limited Residential (R-2). Council may wish to also consider this as a final plat. The previous preliminary plat approval given in July, 1994, expired at the end of six months. All utility construction drawings have be approved. Mayor Cotant declared the public hearing open. Tim Shurtliff, 426 E. Lewis presented and answered questions on the Cottage Grove 1st. Addition Preliminary Plat. Mayor Cotant asked for comments, there being no comment, Mayor hearing closed. for, or against the proposal, Cotant declared the public Project Engineer Gerd Dixon presented a Staff Report. Councilman Gunter moved to accept the recommendations of the Land Use & Development Commission to approve the Cottage Grove 1st. Addition Preliminary Plan as presented. Councilman England seconded. All council members present voted in favor of motion. Councilman Quick moved to approve the Cottage Grove 1st. Addition Final Plat with the same conditions that were applied, July, 1994. Councilman Gunter seconded. All council members present voted in favor of motion. FINANCIAL REPORT for the month of March, 1995 presented to Mayor Cotant and Council. 61 CLAIMS - Computer print-out claims presented to Mayor Cotant and Council. Councilman England moved to approve computer print-out claims as presented. Councilman Gunter seconded. All council members present voted in favor of motion.
