Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, Attorney Thomas J. Holmes and City Clerk Ron C. Conlin. Councilman W. Dean Wood and Public Works Director Steven M. Smart was excused. Meeting was called to order at 7~35 p.m. by Mayor John O. Cotant. APPROVAL OF MINUTES - Mayor John O. Cotant asked for corrections or additions to regular meeting minutes of January 24, 1995. Councilman Gunter moved to approve regular meeting minutes of January 24, 1995 as read. Councilman Quick seconded. All council members present voted in favor of motion. CHUBBUCK CABLE COMMISSION ORDINANCE - An ordinance enacting Chapter 2.32 Chubbuck Cable Commission; creating a Chubbuck Cable Commission. Mayor Cotant read Chubbuck Cable Commission Ordinance by title for the first reading. Council tabled the Chubbuck Cable Commission Ordinance until the February 28, 1995 Council Meeting. SEMI'I ETHNIC MULTI-CULTURAL ARTS' INSTITUTE - Carta R. Sierra, Northwestern Board of Directors was present to explain their application to the Idaho Commission on the Arts for a Cultural Facilities Study, and ask for support for the vision and mission for the planning and initiation of the SEMA'I Multi- Cultural Ethnic Arts Center to be located at Fort Hall. Council present was in agreement to support the vision and mission for the planning and initiation of the SEMA'I Multi- Cultural Ethnic Arts Center. Mayor Cotant suggested Mr. Sierra keep City advised of progress. COPS FAST GRANT AWARD - Police Chief Jerry Rowland stated the City of Chubbuck has been awarded a sum of $72,380.25, which is to be distributed over a period of three years. The award is for the hiring of an additional officer for community policing projects. The City of Chubbuck's financial responsibility to this officer is as follows~ 21 COPS FAST GRANT AWARD - (cont.) Budget Year 1994-95~ Budget Year 1995-96: Budget Year 1996-97, Budget Year 1997-98~ $ 3,575.00 $12,064.00 $22,116.00 $30,158.00 These figures are based upon the grant agreement that the City of Chubbuck pay 25% of the officer's salary the 1st. year, 50% of the officer's salary the 2nd. year, then 75% of the officer's salary the 3rd. year. PC Rowland stated the Police Department is required to submit a grant application. Richard Webb gave a overview on the basic Job description of the Community Policing Officer, if approved. Discussion about the Cops More Grant, this is an equipment grant that can be obtained for the program for which the new officer is being hired. The equipment grant is for one year only, with the grant paying 75%. Discussion about basic equipment needs that can be picked up on the grant. Councilman Quick moved to direct Richard Webb to proceed with writing, and presenting the grant application. Decision to hire an officer will come when more information is presented. Councilman England seconded. All council members present voted in favor of motion. RESOLUTION #1-95 - Amending the rates to be charged by the City for water furnished through the Municipal Water System. Darren A. Bauer, 5270 Stuart expressed concern about being required to pay $9.75 more for a 1" meter than 3/4" meter. The State is requiring 1" meters on all new installations. Councilman Quick moved to amend the 1" minimum base charge to be the same as the 3/4" minimum base, ($8.00, plus $2.00 billing charge, .75 per m gallons). Councilman England seconded. All council members present, voted in favor of motion. Councilman England moved to adopt Resolution #1-95, subject to amending the 1" minimum base charge to be same cost as the 3/4" minimum base charge. Councilman Quick seconded. All council members present voted in favor of motion. 23 CLAIMS - Computer print-out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve computer print-out claims as presented. Councilman England seconded. All council members present voted in favor of motion. At 8: 50 p.m., Councilman England moved to go into executive session meeting to discuss personnel matters as authorized by Idaho Code 67-2345 (b). Councilman Quick seconded. Roll Call Vote~ Quick, yes; England, yes; Wood, absent; Gunter, yes. 100~ of council members present voted in favor of motion. Discussion about personnel matters. Conlin, City Clerk I. BUDGET: As a result of the Cops Fast grant award, the City of Chubbuck has been awarded a sum of ~7~,3~80.25, which is to be distributed over a period of three years. The award is for the hiring of an additional officer for community policing projects. The City of Chubbuck's financial responsibility to this officer is as follows: BudGet Year 1994-1995: BudGet Year 1995-1996: BudGet Year 1996-1997: BudGet Year 1997-1998: $ 3,575.00 (Commencing April 1, $12,064.00 $22,116.00 + ~ ~o~ ~ ~,~ $30,158.00 1995) The figures disclosed above is based upon the grant agreement that the City of Chubbuck pay 25% of the officer's salary the 1st year, 50% of the officer's salary the 2nd year, and 75% of the officer's salary the 3rd year. The federal government's fiscal year operates from July 1st, through June 30th of each year. Because of this, the dispersement of government monies will take place over a time period of four of our budget years, since our fiscal year runs from October 1st, through September 31st. II. BASIC JOB DESCRIPTION OF COMMUNITY POLICING OFFICER: Will identify traffic problems unique to each subdivision within the City of Chubbuck. 2. 3. 4. Meet with residents of each subdivision. Will work traffic and radar enforcement to reduce the number of traffic related problems. Will coordinate C.0.P. stop watch programs in residential areas. Will implement neighborhood programs and projects to assist the residents of these neighborhoods in reducing traffic congestions, making street improvements and providing solutions to hazardous street or park conditions. Will make referrals to Steve Smart, and work closely with him and the city engineering program. Will provide educational programs in the schools to educate our children on pedestrian and bicycle safety. Will determine what improvements need to be made at Cotant Park, to reduce parking problems and traffic congestion. Will monitor all traffic accident investigations either by on-scene observations, or by officers traffic accident reports, to determine what factors may have caused the accident. If the accidents are related to other factors, other than human error, to identify and provide solutions to reduce further accidents of this nature. 2 Will identify traffic problems unique to the business district. Will work billboard educational projects, and radar enforcement. Will oversee C.O.P.s and volunteers in the handicap enforcement program. C. Will supervise other Community Policing Programs o Will supervise, train, and coordinate activities concerning C.O.P activities. Will coordinate C.0.P fundraising projects, and will write grants related to Community Policing needs. Will coordinate educational programs at Pineridge Mall, along with other area businesses, in an effort to reduce property losses, or injury to persons. The Community Policinq Officer Will Be Provided With An Office To Work Out Of At The Police Mini-Station. III. COPS MORE: The Cops More grant is an equipment grant that can be obtained for the program for which the new officer is being hired. The equipment grant is basically for one year. A second and third year grant extension is available for operating costs and overtime pay. The Cops More grant provides for 75% of the equipment costs for that first year. The Cops More grant will provide 75% of the overtime and operating costs. The 25% overtime of the officer that the city would have to pay can be supplemented with comp. time.
