Cotant, Council members Leroy S. Quick, Marvin C. Gunter, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman Steven M. England was excused. Meeting was called to order at 7:30 p.m. by Mayor John O. Cotant. APPROVAL OF MINUTES - Mayor John O. Cotant asked for corrections or additions to regular meeting minutes of January 10, 1995. Councilman Gunter moved to approve regular meeting minutes of January 1~, 1995 as read. Councilman Wood seconded. All council members present voted in favor of motion. CHUBBUCK CABLE COMMISSION present. Ray Tolman and Irene Schlader were Roy Tolman presented a proposed 2.32 Chubbuck Cable Commission; Commission. ordinance enacting Chapter creating a Chubbuck Cable Mr. Tolman discussed term limits, suggesting changes in the proposed ordinance. Mr. Tolman suggested all members of the commission be subscribers to TCI Cable. Attorney Holmes was dlrected to amend the proposed Chubbuck Cable Commission Ordinance, for presentation at the February 14, 1995 Council Meeting. LIVESTOCK ORDINANCE DISCUSSION - Connle Holyoak, 237 Jacob stated her family purchased three rabbits, not knowing rabbits are in violation of City Livestock Ordinance. Mrs. Holyoak stated she talked to several neighbors, the neighbors signed a petition saying they did not object to the rabbits. Council was in agreement have the three rabbits, Livestock Ordinance. to allow Mrs. Holyoak, 237 Jacob to while council reviews the current 15 STATE OF CITY ADDRESS was given by Mayor Cotant, relating past accomplishments of city, together with future plans for the city. Mayor Cotant made the following Departmental Council members assignments: Councilman Leroy S. Quick - Police Department. Councilman Steven M. England - City Maintenance. Councilman W. Dean Wood - Parks and Recreation. Councilman Marvin G. Gunter - Fire Department. Mayor Cotant suggested City Council Members meet with Department Heads they are responsible for at least once a month, then report during the second City council Meeting of a month. Councilman Marvin G. Gunter was assigned, President of Council. Mayor Cotant stated all purchases over $50~.~ will be cleared through staff meeting. Mayor Cotant stated all departments will lower their 1995-96 budget by 2~%. SANITATION FEE WAIVER - Steve Shouse, Klmberly Nursery explained Kimberly Nursery has a roll-off dumpster they rent from Snake River Sanitation. Mr. Shouse asked for a waiver of monthly sanitation fee he is charged. Mr. Shouse stated he has not used the City Sanitation pick up since Kimberly Nursery opened. After discussion, Councilman Wood moved to waive the sanitation fee to Steve Shouse, Kimberly Nursery as long as there is no City Sanitation pick up. Councilman Quick seconded. All council members present voted in favor of motion. GENERAL DISCUSSION - Ray Hansen, 588 W. Chubbuck Rd. expressed concern about sanitation blowing from the Snake River Sanitation Trucks while they are picking up. Mayor Cotant stated the City has talked to Snake Rlver Sanitation about the problem. 2. Irene Schlader, 4926 Easy expressed concern about smell of sanitation containers, if not cleaned. CITY OF CHUBBUCK 1995 PROPOSED COMPREHENSIVE PLAN - David Wessel, Planner and Project Manager, Bannock Planning Organization was present to speak to issues that were highlighted at a Town Meeting that was conducted. 17 CITY OF CHUBBUCK 1995 PROPOSED COMPREHENSIVE PLAN - (cont.) The following elements of the plan were discussed: Population, Land Use, Recreation, National Resources, Hazardous Areas, Transportation, Housing, Government Services, Economic Development, Community Design, Special Sites and School Location and Transportation Elements. Public Hearing dates are as follows: February 28, CLAIMS - Computer print-out claims Council. February 2, 1995 - 1st. Thursday - Education on Urbanism. February 9, 1995 - 2nd, Thursday - Work Session. February 16, 1995- 3rd. Thursday - LU&D Commission Public Hearing. 1995- 4th. Tuesday Council Public Hearing. presented to Mayor Cotant and At Councilman Wood moved to approve computer print-out claims as presented. Councilman Gunter seconded.
