Cotant, Council members Leroy S. Quick, Steven M. England~ W. Dean Wood, Marvin C. Gunter~ Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting called to order at 7:31 p.m. by Mayor John O. Cotant. PLEDGE ALLEGIANCE TO THE FLAG: Dallas Droghei. APPROVAL OF MINUTES: Mayor Cotant asked for corrections additions to regular meeting minutes of October $, 1996, and Special Meeting Minutes of October 15, 1996. or Councilman Quick moved to approve regular meeting minutes of October 8, 1996 as read. Councilman Wood seconded. All council members voted in favor of motion. Councilman Wood moved to approve Special Meeting Minutes of October 15, 1996 as read. Councilman England seconded. Ail council members voted in favor of motion. FINAL PLAT FRASURE INDUSTRIAL PARK - Tim Shurtliff, Shurtliff Engineering was present to answer any questions about the Frasure Industrial Park Subdivision. Mr. Shurtliff stated a couple of the street names are duplicates within the area. PWD Smart suggested an 8' water line be installed. Mr. Shurtliff stated he will look at it, then get back to PWD Smart. PWD Smart stated Charlie Frasure will have to vacate three lots in Clover Dell Farms Subdivision. Councilman England moved to approve the Frasure Industrial Park Final Plat subject to: 1) PWD Smart doing a model analysis on water system to determine which size water line is required. 2) Vacate three lots in Clover Dell Farms Subdivision. 3) Change name of streets that are duplicates with other streets in the area. 4) Cleanup technicalities on the plat. Councilman Wood seconded. Ail council members voted in favor of motion. 177 ORDINANCE #462 - Adding Chapter 10.28, the voluntary registration of conflicting ordinance. "Bicycles," to provide for bicycles, repealing prior Mayor Cotant read ordinance by title for the third, and final reading. Councilman Quick moved to adopt Ordinance #462 as read. Councilman Gunter seconded. Roll Call Vote: Quick, yes; England, yes; Wood, yes; Gunter, yes. ORDINANCE - Amending Section 18.08.040(b), of the City Municipal Code on height and area regulations on setbacks for R-3, R-4 and C-1. Mayor Cotant read ordinance by title for the second reading. Council tabled the ordinance until November 12, 1996 Council Meeting. ORDINANCE - Amending Section 10.06.040 of the Chubbuck Municipal Code to clarify the unlawful use of accessible parking special placards and amending Section 10.06.070 making it unlawful to display altered special license plates, placards, or their registration cards and decals. Mayor Cotant read ordinance by title only for 'the second reading. Council tabled the ordinance until the November 12, 1996 Council Meeting. ORDINANCE - Adding Section 16.12.025, "Access Management" to the Chubbuck Municipal Code. Council tabled the ordinance until the November 127 1996 Council Meeting. EMPLOYEE PERSONNEL POLICY MANUAL Council reviewed the revised Personnel Policy Manual which included two amendments. On page 6, Article 1, paragraph (C), the probationary employees is changed to twelve months, to be consistent with the police department. On page 10, a change has been made to paragraph (D)(17), referring to alcohol or illegal drug use and providing that testing positive for use of drugs shall be evidence of being under the influence at work. After discussion, Council decided Personnel Policy Manual and discuss Council Meeting. to review the Employee at the November 12, 1996 FINANCIAL REPORT for month of September, 1996 presented to Mayor Cotant and Council. QUARTERLY FINANCIAL REPORT for quarter ending September, 1996 presented to Mayor Cotant and Council. CLAIMS - Computer print-out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve computer print-out claims as presented. Councilman England seconded. All council members voted in favor of motion. At 8:05 p.m., Councilman Wood moved, Councilman Quick seconded, with full council approval to adjourn meeting. Ron C. Conlin, City Clerk
