COUNCIL MEETING MINUTES
September 24, 1996
Minutes of regular meeting held at city municipal building ~
September 24, 1996.
Present: Mayor John O. Cotant~ Council members Leroy S. Quick,
Steven M. England~ W. Dean Wood, Marvin C. Gunter, Attorney
Thomas J. Holmes, Public Works Director Steven M. Smart and
City Clerk Ron C. Conlin.
Meeting called to order at 7:30 p.m. by Mayor John O. Cotant.
PLEDGE ALLEGIANCE TO THE FLAG:
INVOCATION was given by Bishop Steven M. England~ Chubbuck 4th.
Ward, The Church of Jesus Christ of Latter-Day Saints.
APPROVAL OF MINUTES: Mayor Cotant asked for corrections or
additions to regular meeting minutes of September 10, 1996.
Councilman Quick moved to approve regular meeting minutes of
September 10, 1996 as read. Councilinan Wood seconded. All
council members voted in favor of motion.
ORDINANCE - Amending Sections 2.28.020, of the Chubbuck Municipal
Code to provide the members of the City Council sitting on the
Land Use and Development Commission shall be non-voting.
Mayor Cotant read Ordinance #461 by title only, for the second
reading.
Council_man Gunter moved to dispense with rule of reading
Ordinance #461 on three separate days. Councilman England
seconded. Roll Call Vote: Quick, yes; England, yes; Wood, yes;
Gunter~ yes.
Councilman Wood moved to adopt Ordinance %461 as read.
Councilman Gunter seconded. All council members voted in favor
of motion.
ORDINANCE - Adding Chapter 10.28, "Bicycles", to provide for the
voluntary registration of bicycles.
Mayor Cotant read ordinance in full by title only, second
reading.
Council tabled ordinance until October 8, 1996 Council
Meeting.

PROCLAMATION "ALPHA DELTA KAPPA MONTH" Mayor Cotant read
proclamation in full.
Councilman Quick moved to direct Mayor Cotant to proclaim
October as, "Alpha Delta Kappa Month" in the City of Chubbuok.
Councilman Wood seconded. Ail council members voted in favor
of motion.
CONSULTANT SELECTION FOR WELL NO. 5 PUMPING PLANT AND WELL NO. 4
AIR STRIP TREATMENT - PWD Smart presented the proposals received.

Councilman Gunter moved to direct Mayor Cotant to enter into
contract with Jim Keller for consultant services for Well No.
5 Pumping Plant and Well No. 4 Air Strip Treatment. Councilma~
England seconded. Ail council members voted in favor of
motion.
PROPOSED LOCAL IMPROVEMENT DISTRICT NO. 2 - Eric Stewart~ Stewart
Engineering presented a breakdown of costs of proposed LID
Mr. Stewart stated the total cost of proposed LID #2 is
$1,~].7~871.~ this includes coverin~ the canal on the sonth
side of Quinn Rd.
The costs assessed to property owners are based on front
footage.
After discussion, Council was inagreement they want to review
the costs, then discuss at October 8, 1996 Council
Meeting.
CLAIMS Co~nputer print-out claims presented to Mayor Cotant and
Council.
Councilman Quick moved to approve computer print-out claims as
read. Councilman Gunter seconded. Ail council members voted in
favor of motion.
