Minutes of special meetlng held in the city municipal building~
March 28, ].996.
Present~ President of Council Marvin C. Gunter~ Council members
Leroy S. Qulck, Steven M. England, W. Dean Wood, Attorney
Thomas J. Holmes, Public Works Director Steven M. Smart and
City Clerk Ron C. Conlln. Mayor John O. Cotant was excused.
Meeting was called to order at 4:0~ p.m. by President of Council
Gunter.
PURPOSE OF MEETING was to go to, review and discuss a preliminary
plat for Vista Park ]st. Addition. A subdivision located
immediately north of Vista Park and Rebecca Drive.
VISTA PARK 1ST. ADDITION PRRLIMINAR¥ PLAT An application by
Harold L. Scalf~ 5~47 Elizabeth, Chubbuck for a review of a
preliminary plat for Vista ark 1st. Addition. a subdivision
located Immediately north of Vista Park and Rebecca Drive.
Councilman Wood stepped down because of a conflict of
interest.
Council met at City ~all~ then went to Vista Park Subdivision
to review the properties involved.
At 4:37 p.m., Council met back at City Council Chambers to
discuss the Vista Park let. Additlon Preliminary Plat.
Cary Campbell, 5175 Tree Valley Rd. expressed
the Tree Valley Road easement being shut off.

Councilman Gunter felt the Council should request the stub
out to the north property line.
Councilman Quick expressed concern about cutting off access
to property owners there now. Councilman Quick felt the
Tree Valley Road easement should be left there.
Councilman England expressed concern about emergency vehicles
not having access~ if there is not a Tree Valley Road access.
PWD Smart stated the park dedication acreage required would
be approx, nine tenths of an acre.

Attorney Holmes reminded Mr. Scalf, he agreed to maintain the
Tree Valley Road easement~ when council approved the Vista
Park Preliminary Plat.
Mr. Scalf stated it is a significant cost difference if he is
required to pave Tree Valley Road. He will have to review]
Discussion about flood plain in area.
Councilman ~ngland moved to approve the Vista Park
Addition Preliminary Plat~ subject to 1) Mr. Scalf can either
continue stub to the we~t on Mary Lane as presented, or alter
to have access to just three lots~ then make a variation on
the final plat of the extension. 2) Tree Valley Road easement
be developed to City Street Standards to north end of Mr.
Scalf's proposal, Mr. Scalf has the opportunity to have
Reserve Strip on west portion of street~ that abuts the
~urge~on property. 3) Required to have parking area access at
the end of Garden Drive. PWD Smart stated improvements are
reqlllred to be finished before building permits are issued.

At 5:25 p.m.; Councilman Quick moved, Councilman England seconded~
with full council approval to adjourn meeting.

CITY OF CHURBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a .gpeclal meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 4:00 p.m., on Thursday, the 28th., day of March~ 1996.
The ob_Ject of the special meeting shall be to review and discuss
a preliminary plat for Vista Park 1st. Addition. A subdivision
located immediately north of Vista ~ rk and Rebecca Drive..
