Cotant, Councilmembers Leroy S. Quick, Steven M. England, Marvin C. Gunter, W. Dean Wood, Attorney Thomas J. Holmes~ Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting called to order at 5:40 p.m. by Mayor John O. Cotant. PURPOSE OF SPECIAL MEETING is to discuss progress on East Chubbuck Road widening project. EAST CHUBBUCK ROAD WIDENING PROJECT - Mayor Cotant stated, after the last meeting with Mori Byington, BPO~ Mayor Cotant was of the opinion the East Chubbuck Road widening project is four lanes, rather than five lanes, because of the cost of right-a- way for the five lane widening. Mori Byington, Bannock Planning Organization Representative stated the East Chubbuek Road ~idening project is moved back to the year 2000 based on current funding. There is a possibility the East Chubbuck Road widening project could start 1999. Mr. Byington stated, he left the last meeting thinking the project is still five lanes, but the additional time would give the Council time to decide, four or five lanes. Discussion about funding from the State. Mr. Byington stated, the State prefers projects are ready for contract one year prior to scheduled date. Rodney Burch, Shepherd Engineering stated the five lane project just about doubles the cost of right-a-way acquisition, over the four lane project. Mayor Cotant expressed concern about up front monies City is required to pay for right-a-way acquisition. Discussion about when reimbursement from the State will happen. Discussion about run off water and where to drain it.. Discussion about four lane east to railroad tracks~ then three lanes to Hiline Road. The will be no State or Federal participation on a three lane project. EAST CHUBBUCK ROAD WIDENING PROJECT - (cont.) 147 At 6: Rodney Butch, Shepherd Engineering stated the four lane project would serve the City of Chubbuck's needs for the next twenty years. Mayor Cotant suggested the Council approve the four lane project, rather than the five lane project. Councilman England expressed concern, if we look back in twenty years, will we be sorry the Council did not go with the five lane project. 50 p.m., Councilman England moved, Councilman Quick seconded, with full council approval to adjourn meeting.
