Minntes of regular meeting held at city municipal building,
September 9, 1997. ·
Present: Mayor John O. Cotant, Councilmembers Leroy S. Qnick,
Steven M. England, W. Dean Wood, Marvin A. Gunter, Attorney
Thomas J. H ~

Director Steven M. Smart was excused.
Meeting was called to order at

Councilman Gunter moved to approve Regular Meeting Minutes of
August 26, 1997 as read. Councilman Wood seconded. All council
members present at meeting voted in favor of motion.
RESOLUTION #4-97 - Proclaiming a General City Election, to be held
on November 4, 1997, designating the polling place,
designating the deputy registrars, and ordering the City Clerk
to give notice of such election.
Mayor Cotant read Resolution #4-97 in full.
Councilman Wood moved to adopt Resolution #4-97 as read.
Councilman Quick seconded. All council members voted in favor
of motion.
MUNICIPAL AUDIT-LETTER OF UNDERSTANDING - Mayor Cotant read the
letter of understanding in full.
City Clerk Co~lin stated because of Law Enforcement Grants
received this year, the audit will cost more than the
$3,200.00. Auditor Scott Jones will advise Council of Single
Audit costs.
Councilman England moved to accept the Municipal Audit-Letter
of Understanding with Jones, Yost, Hatt, Erickson & Co.
Councilman Gunter seconded. All council members voted in favor
of motion.
ORDINANCE - Amending Section 1.~.20.010 to delete the provision that
exempts a property owner from having any responsibility for
obtaining a building moving permit; amending Section 15.20.010
to make the property owner responsible for assuring compliance
with City Ordinance including tbose for production building
cluster arrangements;
ORDINANCE (cont.) 143
delete section 15.20.110 which exempts owner of a lot or park
upon which a production building is placed from any liability.
Attorney Holmes read ordinance by title only, for the first
reading.
City Clerk Conlin was directed to send copies of proposed
ordinance to owners of mobile home parks in the city, and
invite them to the next City Council Meeting.
Council tabled the ordinance until the September 23, 1997
Council Meeting,
CLAIMS - Computer print-out claims presented to Mayor Cotant and
Council.
Councilman Wood moved to approve computer print-out claims as
presented. Councilman Quick seconded. All council members
voted in favor of motion.
ANNOUNCEMENT - Special Meeting to discuss East Chubbuck Road
Project, September 16, 1997 at 7:00 p.m., at City Council
Chambers.
At 7:45 p.m., Councilman England moved, councilman Gunter seconded,
with full council approval to adjourn meeting.
