COUNCIL MEETING MINUTES
June 17, 1997
Minutes of a Special Meeting held a city municipal building, June
17, 1997.
Present: Mayor John O. Cotant, Councilmembers Steven M. England, W.
Dean Wood~ Marvin C. Gunter, Attorney Thomas J. Holmes Public
Works Director Steven M. Smart and City Clerk Ron C. Conlin.
Councilman Leroy S. Quick was excused.
Meeting called to order at 4:05 p.m. by Mayor John O. Cotant.
The object of the Special Meeting shall be to discuss East Chubhuck
Road Project.
Mayor Cotant expressed concern about lack of communication between,
State Transportation Department, BPO and Shepherd Engineering.
Mayor Cotant wanted to make sure everyone is on track.
Ryan Walz, State Transportation Department expressed concern that,
as much right-of-way acquisition as the City of Chubbuck has
to purchase, it will take a year or more to get it purchased.
The right-of-way acquisition should start at once.
Discussion aboat, City could be liable if City condemns a right-of-
way property, and there is an underground tank problem.

Byington, BPO said he talked to Curt Neville, City of
Pocatello Street Department~ Hr. Neville is quite upset the
City of Pocatel!o's Project would be held up a yeaP. The
Policy Board is saying 'the Eas~ Chubbuck Road Project is
priority.
Rod Barge, Shepherd Engineering said he is act snre of what ri~ih{.--

into the process.
~trge states Shepherd Engineering is proceeding with the five
lane proposal that f..,ae approved b~. Chubbuck City Council.
Discussion about estimated times, appraisals, land acquisition will
take .
Ryan Walz, State Transportation Department suggested the City use
a full service appraisal~ negotiating firm, also put a
time frame limit on them. Suggested City get the right-of-way
plans done.
Bryant Brown suggested City make contact with residents involved
with right-of-way acquisition prior to an appraiser go to
their door. Make the residents feel they are involved in the
process.

After discussion~ Council decided to invite property owners
and utilities involved, to one on one meetings on July 15,
1997 at 4:00 p.m.
Need to keep within the time frame of the project.
4:53 p.m.~ Councilman Wood moved, Councilman England seconded,
with full council approval to adjourn meeting.

Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck~ Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 4:00 p.m.~ on Tuesday, the 17th., day of June, 1997.
