Cotant, Council members Steven M. England, W. Dean Wood, Marvin C. Gunter, Attorney Thomas J. Holmes~ Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman Leroy S. Quick was excused. Meeting called to order at 7:30 p.m. by Mayor John O. Cotant. APPROVAL OF MINUTES: Mayor Cotant asked for corrections or additions to regular meeting minutes of January 14, 1997. Councilman Wood moved to approve regular meeting minutes of January 14, 1997 as read. Councilman England seconded. All council members present voted in favor of motion. ORDINANCE - A proposal by the City of Chubbuck amending 18.08, and 18.20 eliminating a conditional use as a request for a Planned [Init Development, and reviewing the Planned Unit Development approval process. Attorney Holmes read ordinance by title only for the second reading. Council tabled the ordinance until the February 11, 1997 Council Meeting. PROCLAMATION - PREVENT A LITTER MONTH AND SPAY DAY USA - Mayor Cotant read the proclamation in full. Councilman Gunter moved to direct Mayor Cotant to proclaim~ ~'February~ 1997 as, Prevent a Litter Month", and February 26, 1997 as "Spay Day USA". Councilman Wood seconded. Ail council members present voted in favor of motion. ORDINANCE #465 - Adding Section 16.12.025, "Access Management" to the Chubbuck Municipal Code. City Clerk Conlin explained he neglected to publish Ordinance 1466 within thirty days of Ordinance #465 being adopted. Ordinance #466 was adopted December 10, 1996, with full Council approval. Mayor Cotant read Ordinance #465 by title only for the forth and final reading. 9 ORDINANCE 465 - (cont.) Councilman England moved to dispense with the rule of reading Ordinance #465 on three separate days. Councilman Gunter seconded. Roll Call Vote: Quick, absent; England, yes; Wood, yes; Gunter, yes. CLAIMS - Computer print-out presented to Mayor Cotant and Council. Councilman Wood moved to approve computer print-out claims as presented. Councilman Gunter seconded. All council members present voted in favor of motion. At 7:45 p.m., Councilman Wood moved, Councilman England seconded, with full council approval to adjourn meeting. Ron C.
