Chairman Dan Heiner. Commission Members: Mecinna Price, Ernie Moser, Deloy Stuart, Annette Baumeister. Mayor; Kevin England. Executive Director; Rodney Burch. Associate Director; Devin Hillam. Attorney; Tom Holmes. Secretary; Kami Morrison Chairman Heiner called the meeting to order at 5:30pm. APPROVAL OF MINUTES: for May 21, 2019 (action item) Heiner entertained a motion to approve the minutes as emailed. Moser moved the minutes of May 21, 2019, be approved as emailed; Price seconded. All voted to approve. GENERAL BUSINESS 1. Parrish Warehouse Art (action item) (CDA board will review and approve final presentation of artwork) Hillam showed revised concept for consideration that reflects UPRR as board requested. Asking for board consideration and approval of design. Requesting CDA purchase special paint and materials, total cost of around $4500. Have secured anonymous donor for $500, may be able to secure additional donors. Discussion regarding sale and future plans of building. Baumeister mentioned pictures that were distributed to the group by Stuart, stated they were more along the lines of what they had envisioned for building. Concerns were shared amongst group about mural design, cost and public safety of area. Additional discussion about whether or not to paint east side of building. Burch stated the east side is UPRR right of way which presents trespass issues. Moser commented it may not be a wise decision to invest $4500 to then later potentially tear building down. Further comments regarding historical building and potential for future use. Heiner asked about time frame for downtown. Burch stated it will be two plus years before developing area and intend to include this property in overall vision. Hillam briefly discussed ideas behind placemaking and tactical placement. Cheap, quick projects to bring art and culture, into community. Price asked if there was a way to incorporate “Chubbuck” in top area of mural. Design, student volunteers, condition of building, and price. Holmes commented should not paint the east side. Would be trespassing. Would need to get permission from railroad. Even if granted permission most likely would not come in time frame needed. Board discussed giving student’s additional week to come up with new design (using Stuart’s examples) and incorporating “Chubbuck” or option of waiting until next year. Also discussed giving them the option to paint traffic signal boxes around town. Hillam will have conversation with them and will report back to board via email. Board will have a special meeting if needed. Lack of motion. 2. Hawthorne Rd. Project – Final Bids (action item) (Staff will provide update on bid status and CDA board will review and approve funding) Burch presented information regarding bids for Hawthorne Road. There were four respondents, bids all very high. Tried to analyze bids and benefit of using CDA funds. Concerned about overall cost. $455,000 would be spent on private property improvements. Significant portion of project which doesn’t increase functionality of roadway. Tried to analyze options. City’s recommendation is to treat as maintenance project. Leave private property, utility and drainage issues alone. Re-stripe with bike lane on west side. Estimated cost of $200,000. Requesting CDA’s support in funding project at reduced scope at newly estimated cost. Baumeister asked for clarification in initial goal for reconstructing road. Burch stated the water line needed to be redone, wanted to add road work in at same time. Are taking a different approach to reconstruction, not expecting it to last 30-40 years. Difference in construction is longevity. Road repurposes itself in 10-20 years. A more short term approach than with most projects but much more economical. Stuart motioned to approve up to $250,000 for CDA’s portion of road improvements. Price seconded. Roll Call Vote: Price, Yes; Moser, No; Stuart, Yes; Baumeister, Yes; Heiner, Yes. 3. Shop 162 Evans Lane – Final Bids (action item) (CDA board will review and approve bids received for shop removal) Received one bid to dispose of garage at 162 Evans Lane, for $1001.00 from Mr. George Simmons. Gave him 60 days to do work. Need approval from board. Mr. Simmons originally built building. Heiner entertained motion. Moser motioned to approve bid from Mr. Simmons in amount of $1001.00. Baumeister seconded. Roll Call Vote: Price, Yes; Moser, Yes; Stuart, Yes; Baumeister, Yes; Heiner, Yes. 4. Review of existing TIF plan areas/timelines (Staff will provide update on existing TIF Districts) Board requested information about history of 1992 plan, where dollars were spent and boundary associated with ability to spend those dollars. Through current fiscal year have invested 42 million into community with CDA funds. Biggest portion on street reconstruction. Map of boundary of current urban renewal area most recently changed in 2016. Boundary can no longer be adjusted by state statute. Encompasses good portion of city. Monies generated in 1992 must be spent inside that footprint. Baumeister asked about leftover funds from Country Acres and Hawthorne, idea of how those will be used. Burch stated those dollars would be requested to complete the replacement of canal structures at Hawthorne and James. 5. Review of proposed TIF plan areas/timelines (Staff will provide update on proposed TIF Districts) Burch reviewed future planned TIF areas. Map of boundaries of eligibility study on east and west side of I-15. East side has all been annexed and is eligible for creation of TIF. Working with developer on final plans. Not close to having TIF district on that property in 2019. West side of I-15 has multiple land owners. TIF districts will most likely to end up in three districts because of three land owners. Yost property, Loveland property, both have applications for development, hoped to accomplish TIF in 2019. Both behind schedule. Last one is Adams property. Actively working on updated feasibility study for property between tracks and extension of Whitaker Road. 6. Construction project update (Staff will provide update on construction projects) Only active project is Hawthorne Road. Next project is Siphon from Yellowstone to Whitaker. Hope to have ready for construction in 2020, may delay a year for temporary signal at Yellowstone and Siphon (working with ITD). CDA funding programmed for 2020. 7. Review and approve claims to be paid (action item) (CDA board will review and approve payments of obligations) First claim to be paid is for legal advertisement, second is reimbursement to property owner in Country Acres. Owners built their own fence instead of project building it. Motion made by Baumeister to accept claims, Moser seconded. Discuss and add agenda items for future meetings (action item) (CDA board will discuss possible items for future agendas) Stuart mentioned following items for next meeting: - Art update - Update on canal crossing at James & Hawthorne ADJOURN: Moser motioned to adjourn, all voted in favor at 6:33pm NEXT MEETING: July 16, 2019 ____________________________________ _________________________________ Dan Heiner, Commission Chair Kami Morrison, Secretary The urban renewal agency for the City of Chubbuck, Idaho Memo To: Chubbuck Development Authority From: Devin Hillam, Associate Director Date: July 8, 2019 Re: CDA meeting 7/16/18- Update on 339 Chubbuck Road Warehouse public art project Overview Following the June CDA meeting, I met with the Highland Art Department faculty to provide an update on the project and to inquire as to whether a new design could be created incorporating “Chubbuck” per the Board’s discussion. Due to the lateness of the inquiry into summer break and additional time and resource constraints needed to redesign, seek donations, and order materials, it was determined in the meeting that the redesign and project could not occur this calendar year but that next year could still be feasible. The art faculty were very interested in the idea of student-created art being put onto vinyl wraps on utility or traffic boxes around town and said that if the CDA or City was interested, that they could visit with their students this coming academic year to help facilitate the project. Previously, I asked my ISU intern to obtain quotes for wrapping three traffic boxes around town and the costs were between $1,500-2,000 for all three boxes combined, not including artwork. As a recommendation, if the CDA desires to commission student-created artwork on the boxes, I suggest some form of compensation to the students for their time and efforts. The Idaho Arts Commission would be a likely source of monies to fund either the wrap or to fund the art with quick funds available (deadline for application is Sept. 9, 2019) in a 1:1 match (cash or in - kind) of up to $1,500.
