Minutes of the Chubbuck Development Authority meeting held at Chubbuck City Hall Council Chambers,
5160 Yellowstone Avenue on May 21st at 5:30 pm.
Chairman Dan Heiner. Commission Members: Ernie Moser, Deloy Stuart, Tom Nield, Annette
Baumeister. Mayor; Kevin England. Executive Director; Rodney Burch. Associate Director; Devin Hillam.
Attorney; Tom Holmes. Secretary; Kami Morrison.
Chairman Heiner called the meeting to order at 5:32pm.
APPROVAL OF MINUTES: for April 16, 2019 (action item)
Heiner entertained a motion to approve the minutes as emailed. Stuart moved the minutes of April 16,
2019 be approved as emailed; Moser seconded. All voted to approve.

Kami Morrison was introduced by Burch and welcomed as the new secretary to CDA.
GENERAL BUSINESS
1. Approval of CDA reimbursement to Allstate for 2018 (action item)
(CDA board will discuss reimbursement contract with Allstate)
Burch stated that Allstate has met its obligations both in salary and employment averages and are in fact
up in both areas. Their obligations are to have 17.9 million in salaries and at least 85% of a threshold of
575 employees. They are currently at 519 average in employment and just under 23 million in salaries.
They meet and exceed both standards and therefore qualify for their reimbursement of $362,500.
Burch asked the Commission to authorize the reimbursement. Heiner entertained to motion to process
that payment.
Nield moved to process the reimbursement to Allstate in the amount stated. Baumeister seconded.

2. Memo – Parrish Warehouse Art (action item)
(CDA board will rank the artwork choices that are provided)
Hillam stated his intern has been meeting with local businesses for donations and has had some success.
Parks has been working to clean up the building in preparation for the art project. They are looking for
additional donations. Hillam stated art concepts were presented last month and based on feedback of
two preferences, they took those back to the high school and they resubmitted new detailed sketches.
They are now looking for additional direction to get the project moving forward. Faculty and students
have expressed willingness to see project out throughout the summer. Discussion held about ranking

and artwork options. Hillam stated that #2 came in as the top ranked followed by sketch #3.
Commission would like to see final sketch that incorporates some railroad themes. Hillam will start
working with the art department and will bring back a final sketch for approval next month.
3. Construction project update
(Staff will provide update on construction projects)
Burch stated they will open bids on Hawthorne Road project on Thursday. There are indications prices
may be a little high but will bring those results to the next meeting. Country Acres project is done.
Contractor is finishing his punch list items which consists of painting handicap stalls around the park
then it’s complete. Burch stated they are actually going to finish a half million under what was
budgeted. Engineering did great job producing plans. For example they bid an item for rock excavation
for boulders which they didn’t run into. Next project after Hawthorne is Syphon Road. Will probably
end up with consultant design rather than in house based on workload. Will finalize that in the next 2-3
months. Look forward to construction in 2020 or 2021. Clarification on location, will be from Industry
Way to Whitaker Road. Temporary signal will be placed so intersection is controlled and will be paid for
by ITD. Neild asked about $500,000 if it was slated for another project or if it can be used elsewhere.
Burch stated savings can be used for whatever projects we would like to use them on.
4. Review and approve claims to be paid (action item)
(CDA board will review and approve payments of obligations)
Burch described claims, one to Elam & Burke, for professional services related to urban renewal plans
and second for audit of financials to Deaton & Company. Heiner entertained motion to approve.
Baumeister motioned to approve claims as presented. Moser seconded.

5. Discuss and add agenda items for future meetings (action item)
(CDA board will discuss possible items for future agendas)
Stuart asked about demolition of house and bids on shop. Burch stated that bids will be back on the 11th
giving them time to work through and bring back on to the meeting on the 18th.
Moser asked if we can discuss how many TIF districts we have and an update on those. Burch explained
the first TIF district was created in 1992 and expires in 2022. Second was in 2016. Pine Ridge Mall came
out of 1992 plan and created a 2016 plan. Only two fully functional TIF districts we have. Completed
eligibility study on Rupp property east of I-15 and a number of parcels between railroad tracks and I-15
on the west side. Anticipate probably at least two TIF districts west of I-15 and a third east of I-15 to
match timing of development. Established as 20 year and can retire early. Council has directed the
board to move forward with those plans. Goal is to have TIF district established this calendar year. Both
would likely be west of I-15 and east TIF district will be in 2020. Hillam and Burch will plan to update
and show maps for TIF districts at next meeting as well as discuss timelines.

Request
Seeking final approval on the design as shown below and approval of $4,500 for paint and
materials..
Overview
As the Highland students and art faculty have entered summer, they have expressed that realistically,
painting a mural on just the north side of the warehouse is all that would be likely given their volunteer
workforce; painting this is right in line with responses that I received back via email in early June from several
CDA members when I asked about cost and project scope. As indicated in my previous email, since the typ e
of paints that will be needed are not available at a home improvement store, a different type of funding

mechanism is needed since the donor that I had been in discussions with only had the ability to provide
house paints.
With the desire to get painting as soon as possible and with the change in ability for immediate
donor participation, the Director and I are requesting that CDA move to a) approve the mural design for
the north side and b) approve the expenditure of funds for paint and supplies. Paint and supplies are
estimated to cost as follows:
Paint @ ~$3/sq. ft. x 1,085 sq. ft. = $3,255
Materials
o 100’ Chalk Reel Kit = ~$12 (reusable for future projects)
o Broad Brushes (1”-3”, 4 of each size) = ~$50
o Detail-work brushes = $50
o 5 gallon buckets (3) = ~$10
o Contractor trash bags = ~$20
o Scaffolding (rental) = ~$280/mo (2 months estimated by art faculty)
o 10’x10’ Canopy = $139 (reusable for future projects)
Total = $4,096 + ~10% overrun factor = $4,500
Thus, we are requesting $4,500 towards the project for remedy of the blighted, CDA owned facility
in the urban renewal area. We do not anticipate, however, that the full amount will be needed as we have
identified one individual who is willing to make an anonymous donation of up to $500 towards the project
and we are hopeful that others can be identified after the project is approved through direct contact or
social media crowdfunding; we are requesting that the $4,500 be approved in the event that donations fall
though so that the project can continue progressing without needing to review it at another board meeting;
with summer having commenced, time is of the essence. We intend to provide updates at the monthly
meetings to keep the Board aware of progress.

RE: Hawthorne Road – Project Bids
Dear CDA Members,
The City has received 4 bids for the construction of Hawthorne Road project. The low bid was
$994,097.00. The proposed CDA budget for this project was $750,000.
The cost associated with curb, sidewalk, utility relocations, drainage and private property
improvements is $455,000 or 46% of the project. These improvement do not increase the
functional capacity of the roadway.
The City has reconsidered the project benefits and intends to change the project scope to a mill
and overlay maintenance project. The anticipated cost for this effort is $200,000. The CDA
portion is estimated to be $120,000. This will include the replacement of the roadway in its
current width which include a designated bike / walking path on the west side.
On behalf of the City of Chubbuck, I request CDA funding support of the revised project scope.
